Map Key
Red dots: items in this permit list with an exact location.
Orange triangles: Notifications in this permit list with an exact location.
Blue stars: Marcellus Gas Well Water Sources.
Municipality shading: number of "facilities", with each well counting separately
(includes the red dots):
gray: 0
pale turquoise: 1
turquoise: 2
pale blue: 3
middle blue: 4
dark blue: 5
dark purple: 7
purple: 8
(Color coding may differ from one issue to the next.)
(Note if a project spans multiple municipalities -- e.g. a pipeline -- it will show in the count for each municipality.)

The number of facilities also follows the municipality name in brackets.

Municipality counts are based on the way the permit is listed by DEP; DEP has been known to get a municipality wrong.

Locations in brackets identify a precise location used to locate the actual site being permitted (e.g. locating a well pad or pipeline by the known location of a well.) Locations labeled beginning with "~" and ending in "[?]" are approximate and speculative based on inferences using on-line property and lease records. These are marked in the text as "[Approximate, Speculative]

eFACTS/eNOTICE applications of type Notification are not mapped.
Cross-hatching: Environmental Justice Areas
Yellow triangles: Compressor Stations
Crosses: Unconventional well permits (may not have been drilled)
Green: "Natural areas", e.g. state game lands, state forests

COMMONWEALTH OF PENNSYLVANIA
DEPARTMENT OF ENVIRONMENTAL PROTECTION
NOTICE OF INTENT TO ISSUE
Air Quality Title V Operating Permit 26-00413
In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521 that the Department of Environmental Protection (DEP) intends to issue an Air Quality Title V Operating Permit to authorize Texas Eastern Transmission, L.P. to operate the Uniontown Compressor Station located in North Union Township, Fayette County, Pennsylvania.
The main sources of emissions at the facility include two natural gas-fired Solar Mars Turbines rated at 13,330 brake horsepower, two natural gas-fired emergency power generating engines, numerous natural gas-fired process heaters, storage tanks, truck loading, separators, a parts washer, and gas release events. These are sources #102 - 107 in the permit. This Operating Permit Renewal incorporates the conditions of Plan Approval No. 26-00413B issued on February 19, 2014.
The Uniontown Compressor Station is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and PA Code Title 25 Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). Potential emissions for the facility have been calculated as follows: 51.79 tons per year of carbon monoxide (CO), 81.51 tons per year of nitrogen oxides (NOx), 5.75 tons per year of particulate matter less than 10-microns (PM10), 5.75 tons per year of particulate matter less than 2.5-microns (PM2.5), 2.90 tons per year of sulfur oxides (SOx), 49.0 tons per year of volatile organic compounds (VOC), 5.06 tons per year of Hazardous Air Pollutants (HAP), and 129,851 tons per year of greenhouse gases (GHGs).The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 61, 63, and 70, and PA Code Title 25, Article III, Chapters 121 through 145.
Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the Department's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Notes:

The Magnablend Everson Plant is evidently a mixing plant for fracking chemicals. They have a prior violation for discharging without a permit:

Please note: the following related enforcement data is accumulated from possibly many different sites/facilities that may be unrelated to the facility for this inspection.
Enforcement ID: 305386
Enforcement Type: Notice of Violation
Date Executed: 04/02/2013

Although the new permit is for a Minor Source, it does not appear to be a General Permit, which means there should be public comment. When this occurs, it will be important to get as many people to respond as possible to request a hearing. There is an obvious concern about what would happen at this facility in the case of an accident. The plant is currently owned by Univar, which acquired Magnablend. According to the Tribune Review:

"The plan calls for expansion of the rail and trucking facilities to handle railroad tank cars of hydrochloric acid that will be shipped in from West Virginia. The acid, used in the fracking drilling process, will then be transferred to trucks for shipment to drilling sites in the area.

Hydrochloric acid, while corrosive, is not flammable or explosive. The acid is regulated by the federal Environmental Protection Agency."

The Zalac Pad A Emergency Response Plan linked above includes the following extract:

Well Control (Level 2 or 3 Incident)

o  Alert site personnel, notify On Scene Commander immediately, shut in Well, if possible, cease all other unnecessary operations at the site.
o  Evacuate to muster area
o  Notify OSC (Chevron Management)
      -  Notify well control contractor
o  Notify County 911
      -  Local fire departments may assist with traffic control but should not attempt to extinguish well fire. Local fire departments may extinguish secondary fires and/or cool adjacent area
      -  Police should assist with site security and traffic control as necessary
      -  EMS responds to health or medical needs
o  Establish Staging Areas

Notice how far down the list is notification of County 911. In particular, notice that County 911 is notified after notification of "Chevron Management". Also notice that there is no mention whatsoever of evacuation of nearby residents. Evidently Chevron assumes this is covered under "health or medical needs".

Note there is no violation for the cement problem noted at SANFILIPPO UNIT 3H above. The Sanfilippo well pads (there are two) seem to be plagued by cement problems. From the 7/13/14 issue of this bulletin, <http://www.faymarwatch.org/happening/permits/071314.shtml>:

OPERATOR: CHEVRON APPALACHIA LLC
INSPECTION_ID: 2246150
INSPECTION_DATE: 01/28/14
INSPECTION_TYPE: Drilling/Alteration
API_PERMIT: 051-24571
FARM_NAME: SANFILIPPO UNIT 1H
UNCONVENTIONAL: Y
FACILITY_TYPE: Oil & Gas Location
INSPECTION_CATEGORY: Primary Facility
REGION: EP DOGO SWDO Dstr Off
COUNTY: Fayette
MUNICIPALITY: Redstone Twp
INSPECTION_RESULT_DESCRIPTION: No Violations Noted
INSPECTION_COMMENT: HORIZONTAL MARCELLUS,HIGHLANDS # 14 DRILLING ON AIR @ 775' (TD). RUNNING COAL PROTECTION CASING AND CEMENTING TODAY (1/25/2014). IT TOOK 3 - STAGES OF CEMENTING TO ACHIEVE CEMENT TO SURFACE. THE JOB USED 132 BBLS OF CEMENT TO FILL  ANNULUS CAPACITY WHICH 50 BBLS WAS REQUIRED TO FILL. THE OPERATOR SHOULD CONSIDER A (CBL ) TO VERIFY PROPER CEMENT BOND AND QUANITY OF CEMENT.

(Note SANFILIPPO UNIT 1H and SANFILIPPO UNIT 3H noted above for cementing problems are on different well pads.) "CBL" referred to in the inspection reports evidently stands for "Cement Bond Log"; it is a kind of "down hole sonogram" which uses sound waves to give a picture of the cement outside the casing. It can supposedly detect the differences between "good cement", gaps in the cement, and complete absence of cement.

The 30-day deadline for comments on the Texas Eastern Uniontown Compressor Station above actually applies against the date of publication in the PA Bulletin, which has not yet occurred.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:
<http://www.portal.state.pa.us/portal/server.pt/community/pa_environmental_justice_areas/20991>
<http://www.portal.state.pa.us/portal/server.pt/community/dep_enhanced_public_participation_policy/20988>
). There are supposed to be enhanced public participation requirements for permits in environmental justice areas, but news of this actually ever happening is scarce. In Fayette County, the entirety of Springhill, Nicholson, German, and Georges Townships are environmental justice areas, as well as a large part of Dunbar Township. DEP's policy document on public participation guidelines for environmental justice areas is located here:
<http://www.elibrary.dep.state.pa.us/dsweb/Get/Version-48671/012-0501-002.pdf>

eNOTICE records are likely to list the same permit multiple times, as that permit moves through the DEP process.

Oil & Gas Wells designated with a site a number and the letter H typically designate horizontal wells.

Marcellus Shale waste disposal injection wells in Pennsylvania are regulated directly by EPA, not DEP. Notice of any new permit applications will appear at the above web address.  I'm not aware of any subscription service to be notified of such applications. I'm not aware of any Marcellus Shale waste disposal injection wells in Fayette County (yet ...) but we need to monitor this page for future applications.

Disclaimers:

This compilation from the above sources was done by hand using copy and paste and may omit relevant permits.

Does not currently include water supply permits. Does not include landfill permits even though many such are for Marcellus Shale waste. (It is not possible at this time to distinguish which landfill permits are for Marcellus Shale waste and which are not without doing File Review for each permit.)

Erosion & Sedimentation permit records do not currently include latitude and longitude. Where I am publishing latitude and longitude with E&S permits it is by inferring an associated well permit and using published latitude and longitude for the well. It is possible I may be inferring the wrong well site.

Municipalities are shown from eFACTS records on the DEP web site. The DEP has been known to list a municipality incorrectly.
