For Fayette County they describe the project as: "Addition of
approximately 3.2 miles of 36-inch diameter natural gas pipeline
generally within or adjacent to the existing Texas Eastern pipeline
easement in Fayette County, PA east of the Monongahela River." This
project has already received a federal certificate of convenience from
FERC.
CORRECTION: In the notes section of the previous issue of this
bulletin, I stated: "Act 13 of 2012 establishes a new limit of
3000 feet within which a driller has presumed liability for
contaminating a water source." This is not correct. The correct limit
is 2500 feet. Apologies for the inaccuracy. Note this does not affect
the question about the Hoehn well site. (If you see a mistake anywhere,
please speak up!)
Fayette County has one compressor station listed in the DEP eFACTS
database as belonging to Caiman Penn Midstream (Fike Connect). Caiman
and Williams have agreed to a deal in which Williams is buying Caiman.
Presumably when this deal closes we should see an authorization showing
the transfer. One assumes Williams will need to keep this compressor
station in a different subsidiary from Laurel Mountain Midstream, since
LMM had an agreement with Atlas to devote 100% of its capacity to Atlas
(now Chevron + Atlas for conventional gas). We are still missing a
location for the Fike Connect compressor station!
