NOTICES
Requirement to Submit Emissions Inventory Data for Natural Gas Activities

 The Department of Environmental Protection (Department) is notifying all owners and operators of companies involved in certain natural gas related activities across this Commonwealth that they must submit to the Department source reports on their facilities' air emissions for 2014. In accordance with section 4(3) of the Air Pollution Control Act (35 P. S. §  4004(3)) and 25 Pa. Code § 135.3 (relating to reporting), the Department is authorized to collect air quality emissions inventories, including those from owners and operators of facilities engaged in the following: coal bed methane gas compressing, processing and related activities; unconventional natural gas development, production, transmission, processing and related activities; and conventional natural gas compressing, processing and related activities. Complete source reports, including emissions data, for 2014 should be submitted to the Department no later than March 1, 2015. Subsequent source reports and annual emissions inventories will be due to the Department by March 1st each year for operations during the preceding calendar year.

 The sources and activities that the Department has identified as subject to the emissions reporting requirements include, but are not limited to: drill rigs, well heads and well completions (unconventional natural gas activities); compressor stations; dehydration units; fugitives, such as connectors, flanges, pump lines, pump seals and valves; heaters and reboilers; pneumatic controllers and pumps; stationary engines; tanks, pressurized vessels and impoundments; venting; and blow down systems.

 The Department is also notifying any owner and operator of compressor stations, regardless of the natural gas processed, that complete source reports should be submitted.

 Emission statements required for stationary sources emitting 50 and 100 tons per year of volatile organic compounds and oxides of nitrogen, respectively, should have already been submitted to the Department as required under 25 Pa. Code § 135.21 (relating to emission statements).

DISCLAIMER: DEP's PASDA data layers have been known to be incomplete. For instance, the "Air Emission Plants" data set, which should include every compressor station with an Air Quality permit in the state, has historically had missing entries for known compressor stations. In the case of the WMP layer, I know of no cross-checking that has been done on completeness of this data set. There may be entries missing.

Source: PA Oil and Gas Mapping

DEP is hosting a site called PA Oil and Gas Mapping, <http://www.depgis.state.pa.us/PaOilAndGasMapping>, which has interactive mapping of Oil & Gas wells. They are also hosting documents on this site, including the full permits for wells. Unfortunately, documents are available only for "newer" wells; whether DEP will scan and enter documents for "older" wells remains to be seen. The site uses a proprietary Microsoft technology called Silverlight, which only runs inside web browsers on certain operating systems (Windows, Macintosh) but possibly not on smartphones. (It is possible to get Silverlight to run on Linux using add-on software, e.g. Pipelight.) The full permit documents contain important information that may not be available anywhere else. This bulletin is now starting to include links to these documents within individual permit listings. DISCLAIMER: To make the documents accessible from any web browser, links have been exported from the viewer hosted on the PA Oil and Gas Mapping web site. This seems to work, but it is possible those links may not persist. If you click on a link for a "full permit" document and it doesn't work, please report this.

Unfortunately, full permit documents are only available for wells. Permits such as pipeline E&S (Erosion & Sedimentation) permits and compressor station Air Quality permits are not available.

Notes:

The permit application type "Drill & Operate Well Permit Drill Deeper" seems to be in use as a catch-all for a wide variety of do-overs. Comparing full permit documents between the original Drill & Operate Well permit application vs. the Drill & Operate Well Permit Drill Deeper application for the Baily wells, it appears the reason in this case for the "Drill Deeper" permit is that insufficient consideration was given to undrlying coal mines in the original application. The Drill & Operate Well Permit Drill Deeper applications contain voluminous information about underlying coal seams which is missing from the original applications. The impact of coal mine voids (including those for undocumented mines) on Marcellus Shale drilling is a major topic. It is likely that there have been numerous drilling problems due to this issue that have not been really reported as such.

A Chevron  map showing the horizontals for the Baily well site has been included. This map shows several things. Note the direction of the horizontals. They show the favored drilling direction for Marcellus Shale in our area. Also note the size of the area being fracked. At 10 wells on one pad, this is one of the larger extractions from one well pad that we have seen.

One infers from the site name that the project POINT MARION TO KNIGHT WATERLINE GP5 & GP8 is a waterline from the confluence of the Cheat & Mon Rivers to the KNIGHT 14-20H well site. The location published above is the Point Marion end; Knight 14H is located here: 39.738978,-79.844828 <http://osm.org/go/ZWpKkMoT--?m=>. Keystone Clearwater Solutions advertises itself on its web site as: "Keystone Clearwater Solutions serves natural gas industry operators and midstream companies by providing total water management solutions."

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:
