  • Sounds great but historically has been difficult to put into play. BUT:
  • The PA Supreme Court gave it amazing weight in the recent Act 13 decision
  • DEP has been trying to discount it
  • • Removed Article 1 Section 27 as one of the authorities for its Public Participation Policy
