Transcontinental Gas Pipe Line Company, LLC (?Transco?) respectfully
requests that the Federal Energy Regulatory Commission (?Commission?)
Staff initiate a pre-filing review of Transco?s proposed Atlantic Access
Project (sometimes referred to herein as the ?Project?). The Atlantic
Access Project is an expansion of Transco?s existing natural gas
transmission system that will enable Transco to provide a total of
1,350,000 dekatherms per day (?dt/day?) of new firm transportation
capacity from receipt points in West Virginia and Pennsylvania to
Transco?s interconnection with Elba Express Company, LLC (?the Elba
Express Interconnection?) in Anderson County, South Carolina, and from
the existing Rivervale, New Jersey receipt point to Transco?s Station
195 in York County, Pennsylvania. The Project will involve the
construction of approximately 258 miles of 36-inch pipeline; two
greenfield compressor stations in Pennsylvania; the uprate of
approximately 10.6 miles of Transco?s existing North New Jersey Lateral;
thirteen meter and/or regulator stations; valves, piping and other
facilities needed to flow gas on Transco?s mainline to the Elba Express
Interconnection; and appurtenant facilities.

Notes:
The Transco Atlantic Access Project will run east-west through southern
Greene and Fayette Counties. The two new compressor stations described
will be built in Greene County. The pipeline will connect through the
Shamrock Compressor Station, which is shown on the pre-filing plan at 3
turbines, 48,000 bhp, instead of its current 1 turbine. It is possible
(this is only speculation) that at 48,000 horsepower this will make
Shamrock the largest compressor station in the United States.
Transmission lines are regulated by FERC (Federal Energy Regulation
Commission); approval by FERC confers a Certificate of Public
Convenience (CPC) with the power of eminent domain. Unlike the Public
Utility Commission Peregrine Keystone Gas Pipeline case, in which many
residents of Fayette County have participated in one way or another (see
below), granting of federal CPCs by FERC is not novel and the principle
is well established. Transco is the subsidiary of Williams which
handles transmission lines. The pre-filing application plan calls for
the public consultation process to begin in April. Documents are

this docket number will *change* when the project transitions from

Evidentiary hearings in the application before the PUC of Peregrine
Keystone Gas Pipeline for a CPC were held this past week, 1/10-1/11.
Participating from Fayette County were Marigrace Butela and myself. The
two of us appeared pro se (without attorney) and gave testimony and
surrebuttal testimony, and questioned witnesses. Briefs are due in
February, then reply briefs, then Administrative Law Judge Susan Colwell
will issue an advisory ruling. Following that the PUC will rule. Two
other similar applications -- Laser Northeast Gathering and Pentex --
were filed before the PUC, but both companies withdrew their
applications. So the Peregrine case is likely to be the first Marcellus
gathering line CPC case to go to completion. Documents for this case are

(However, hearing transcripts are not available on-line and must be
ordered from the court reporting company at a charge of $3 / page, which
is very steep.)
The application of Laurel Mountain Midstream for the Shamrock Compressor
Station (authorization ID 902871) falls under Major Source rules. This
is a *one year* clock, but will provide significant opportunity for
public comment.
As shown above, the current permit application for the Springhill #2
Compressor Station, (authorization ID 894174) has been approved. This
permit is an instance of General Permit GP-5. DEP approves such permits
without the opportunity for public comment. However, there is a public
comment process for approval of GP-5 itself. DEP is currently reviewing
GP-5, and a revision is due to be presented for public comment in about a
month. Most compressor stations are permitted under GP-5.
The glut of "Alt Waste Mgmt Practice Land Application on Well Site"
permits dropped by Chevron all at the same time have all been issued;
hopefully this is the last issue in which they will crowd the list.
eNOTICE records are likely to list the same permit multiple times, as that permit moves through the DEP process.
Oil & Gas Wells designated with a site a number and the letter H typically designate horizontal wells.
