Notes:
DEP has made revisions to the E&S general permit for well sites, and
has put it up for public comment. This is a General Permit. That means
that while the text of the General Permit *itself* is made available for
public comment when it is revised, individual applications under this
permit are approved in expedited fashion with no opportunity for public
comment. Thus our only opportunity for public comment on *ALL* well site
E&S permits to be issued until DEP revises the General Permit again
is *NOW*. The text of the permit is available in the PA Bulletin here:

Public comment is open for 60 days from the publication date in the PA
Bulletin, which was 1/21/12. That makes the deadline for submitting
comments 3/21/12. There is also a public comment period for the
administrative documents associated with filing an application under
this permit.
In cases where numerous horizontal wells are drilled from a single well
pad, each well has its own permit under the Oil & Gas program, but
there is only a single "site permit" for the well pad under E&S. It
is the well site E&S general permit which is up for comment.
I believe we need to examine this general permit carefully. E&S
permits are not receiving as much scrutiny as they deserve. Note that
information from an E&S permit application must be transmitted to
municipalities. The application under this General Permit for a well
site permit must include a PPC (Preparedness, Prevention and
Contingency) plan. It is this plan which includes all information
necessary for emergency management personnel to respond to an accident.
Local Emergency Management personnel need to scrutinize this permit very
carefully and participate in the public comment process if the permit
process does not meet their needs.
Once this public comment period closes, IT COULD BE YEARS before we have another opportunity.
A similar public comment period for BAQ-GP5, for compressor stations, is expected in the next few weeks.
I have no information about "DOT 2012 ACCIDENT" for authorization 912131 above.

with E&S permits it is by inferring an associated well permit and
using published latitude and longitude for the well. It is possible I
may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site. The DEP has been known to list a municipality incorrectly.
