2014 Unconventional Gas Well Impact Fees; Annual Adjustment

The NYMEX average annual price of natural gas for 2014 was $4.415.
There were 1,372 unconventional gas wells spud in 2014 and 1,207
unconventional gas wells spud in 2013.
Section 2302(c) of 58 Pa.C.S. (relating to unconventional gas well
fee) requires an annual adjustment if more wells were spud in the
current year than the prior calendar year. The 2014 United States
Bureau of Labor Statistics Consumer Price Index for All Urban
Consumers (CPI-U) in PA, DE, NJ and MD of 0.6% will be applied to
the base price of the impact fee for calendar year 2014, rounded to
the nearest $100.

Mr. Lambie reported that while the rig was being driven down the
access road,
hoses containing the
oil-based drilling mud leaked a thin trail down
the center of the access road. It was immediately shoveled into
drums with a mini excavator arriving this morning (2/4) at 0900 to
perform any additional excavation as needed.
Contaminated
materials placed in drums, awaiting proper disposal.
No waterways reported to be affected as the released materials did
not travel off the access road.
A follow-up inspection will be conducted in the future to ensure
release has been properly remediated and/or issue any associated
violations as necessary.
The Department requested the Operator submit all disposal records
and manifests upon final disposition of wastes to the Department.
Operator appears to be in compliance with current policy at this
time.

Notes:
The entries for Coastal Well Pad North
above seem to be a complete mess. Why are there two authorizations
for the same permit number? Is Springfield Twp correct? This is not
likely. PA Oil & Gas Mapping shows no facilities for Burnett in
Springfield Twp. Most likely it should be Springhill, where there is
another "Coastal" well pad. I am mapping this counted as Springhill
Twp without a precise lat/long. Documents for COASTAL SMITH UNIT 2H
(permit # 051-24618) were submitted electronically. It is possible
the errors for these permits are due to procedural bugs at DEP in
handling electronic document submission.

DEP defines an environmental justice area
as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".

Erosion & Sedimentation permit records do not currently include
latitude and longitude. Where I am publishing latitude and longitude
with E&S permits it is by inferring an associated well permit
and using published latitude and longitude for the well. It is
possible I may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site.
The DEP has been known to list a municipality incorrectly.
