26-00535: Duke Energy Fayette II, LLC (P.?O. Box 511, Masontown, PA 15461) on January 2, 2013, to issue a Title V Operating Permit to Duke Energy Fayette II, LLC to authorize the operation of a natural gas fired power plant, known as the Fayette Energy Center, in German Township, Fayette County.

In accordance with 25 Pa.?Code ᄃ 127.431, the Department of Environmental Protection (DEP) is providing notice that on January 2, 2013 DEP has issued a Title V Operating Permit to Duke Energy Fayette II, LLC to authorize the operation of a natural gas fired power plant, known as the Fayette Energy Center, located in German Township, Fayette County.

The facility contains air contamination sources consisting of two 1,745 MMBTU/hour combustion gas turbines (CGT), operating in combined cycle with a 589 MMBTU/hour duct burner and heat recovery steam generator following each CGT, one 30.6 Btu/hour auxiliary boiler, one 265-bhp, diesel firewater pump engine, one 489-bhp, diesel emergency generator engine, and cooling towers. The nominal electrical generation capacity of each CGT system is 310 MW. The turbines are equipped with dry, low NOx combustors. Turbine exhaust gases are treated with selective catalytic reduction (SCR) for NOx control, and an oxidation catalyst for VOC and CO control. This facility has the potential to emit the following type and quantity of pollutants: 313 tons per year of PM10, 296 tons per year of NOx, 581 tons per year of CO, 90 tons per year of VOC, 128 tons per year of SO2, 9.6 tons per year of formaldehyde, 166 tons per year of ammonia, and 2,282,000 tons of CO2e greenhouse gases. No equipment or emission changes are being approved by this action.

The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 63, 64, 96, 97, 98 and PA Code Title 25, Article III, Chapters 121 through 145.

10.2.8       Uniontown Compressor Station
Alternatives considered to the proposed facilities for the Uniontown Compressor Station were the addition of a new, larger unit, which would have been difficult to achieve given the limited space available at the Uniontown Compressor Station due to existing equipment. Adding compression or gas cooling would require demolition of the existing reciprocating compressor unit building. The reciprocating compressors have been abandoned in place as part of a previous FERC abandonment filing (CP11-524-000). In addition, the Uniontown Compressor Station is bounded by a highway, a road, and other property owners, so there is limited ability to expand the site. The property also contains a grade that limits the ability to construct in some areas because of the change in elevation from one corner of the property to another. Compressor uprates at the Uniontown Compressor Station allow for improved utilization of existing facilities rather than adding incremental units. The proposed facilities make use of existing units at the station and do not affect areas outside of the existing compressor station yard. Another alternative was to extend the Holbrook Discharge Pipeline segment all the way to the Uniontown Compressor Station, but this would result in affecting more landowners than the proposed facilities.

10.3.2       Beaumariage Property
William L. Beaumariage submitted comments on October 31, 2012 regarding his residence in Fayette County, PA, which is in the vicinity of the Holbrook Loop segment of the Project. In particular, Mr. Beaumariage was concerned about potential impacts to a new barn that he is proposing to construct on his property. Texas Eastern met with Mr. Beaumariage on November 2, 2012, in response to his October 31, 2012 comments, and indicated that Texas Eastern had received his comments. Texas Eastern reviewed draft alignment sheets with Mr. Beamariage, which demonstrated that Mr. Beaumariage?s proposed building would be located outside the limits of the additional permanent right of way. Mr. Beaumaraige expressed his satisfaction with the location of the pipeline. Consequently, Texas Eastern has not developed a route alternative to the proposed 6.7-mile Holbrook Loop in Fayette County, Pennsylvania.

Notes:

The location shown for the site CONNELLSVILLE WELL #8H ESCGP-EXPEDITED is actually the location in eFACTS for CONNELLSVILLE SPORTSMEN'S ASSOC UNIT 8H OG WELL, which I'm inferring is the same site.

The well PRITTS UNIT 1 OG WELL seems to be an example of a vertical Marcellus well which failed completely. The well details report for this well has rows in the production report going back to 2009 showing the well *never* went into production. Atlas has evidently thrown in the towel on this well.

The site record for the pipeline SPRINGHILL TO FAYPENN PIPELINE ESCGP-EXPEDITED is marked in the eFACTS database as "Inactive".

The problems described above for Kurutz 10H appear to make it one of the most serious Marcellus Shale problem sites in Fayette County. There are anecdotal reports of residents in the vicinity being ill.

Notice of any new permit applications will appear at the above web address.  I'm not aware of any subscription service to be notified of such applications. I'm not aware of any Marcellus Shale waste disposal injection wells in Fayette County (yet ...) but we need to monitor this page for future applications.
