The Department of Environmental Protection (Department) is
publishing notice of the extension of the comment period that began
on Saturday, February 4, 2017, for the proposed General Plan
Approval and/or General Operating Permit No. 5A for Unconventional
Natural Gas Well Site Operations and Remote Pigging Stations;
proposed modifications to the existing General Plan Approval and/or
General Operating Permit No. 5 for Natural Gas Compressor Stations,
Processing Plans and Transmission Stations (GP-5); and proposed
modifications to the Air Quality Permit Exemption List. The initial
notice was published at 47 Pa.B. 733 (February 4, 2017).
The General Permits establish Best Available Technology
requirements and other applicable Federal and State requirements
including air emission limits, source testing, leak detection and
repair, recordkeeping and reporting requirements for the applicable
air contamination sources.
The proposed GP-5A was developed under the authority of section
6.1(f) of the Air Pollution Control Act (35 P.S. § 4006.1(f)) and 25
Pa. Code Chapter 127, Subchapter H (relating to general plan
approvals and operating permits), and will be applicable to
unconventional natural gas well site operations and remote pigging
stations. The revised GP-5 was developed under the authority of
section 6.1(f) of the Air Pollution Control Act and 25 Pa. Code
Chapter 127, Subchapter H, and will remain applicable to natural gas
compressor stations and processing plants and add applicability to
natural gas transmission stations.
Interested persons may submit written comments on the Draft General
Permits and Air Quality Permit Exemption List by Monday, June 5,
2017. Comments submitted by facsimile will not be accepted.
Comments, including comments submitted by e-mail, must include the
originator's name and address. Commentators are encouraged to review
the proposed General Permits and Air Quality Permit Exemption List
and submit comments using the Department's online eComment system at
www.ahs.dep.pa.gov/eComment or ecomment@pa.gov. Written comments
should be submitted to the Policy Office, Department of
Environmental Protection, Rachel Carson State Office Building, P.O.
Box 2063, Harrisburg, PA 17105-2063.

additional growth is needed to reach a uniform 70% growth. Small
erosion rills were observed on the site (see photographs). The rills
had been addressed by Chevron and straw bale BMPs were in place to
prevent further erosion. One rill appeared to have previously had
straw bale BMPs present, but they had since degraded. It is
recommended this location be addressed.

The wells at Polk and Fike all seem to be
inactive. The notification above for the POLK TO FIKE PIPELINE may
be just that the operator is "done" with it. (Just a guess ...)

FTS INTL SVCS LLC appears to be the parent company
of what has been known locally as Frac Tech. There is serious
uncertainty about the location. The address shows as 810 LOW HILL
RD, BROWNSVILLE, PA 15417. Apparently Low Hill Road is on the north
side of the Mon River, which means this location is in Washington
County, not Fayette County, and Brownsville Boro has to be incorrect
as the municipality. Bing and Mapquest map this about where I'm
showing it, but Google shows it closer to Brownsville but still on
the opposite side of the river from Fayette County.
This site received a violation "Industrial waste was discharged
without a permit", Inspection Id, 1982131, 06/09/2011, and was
assessed a penalty of $7500. See:

DEP defines an environmental justice area
as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".
