NOTICE OF INTENT TO ISSUE
Air Quality Title V Operating Permit 26-00413
In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521 that
the Department of Environmental Protection (DEP) intends to issue an
Air Quality Title V Operating Permit to authorize Texas Eastern
Transmission, L.P. to operate the Uniontown Compressor Station
located in North Union Township, Fayette County, Pennsylvania.
The main sources of emissions at the facility include two natural
gas-fired Solar Mars Turbines rated at 13,330 brake horsepower, two
natural gas-fired emergency power generating engines, numerous
natural gas-fired process heaters, storage tanks, truck loading,
separators, a parts washer, and gas release events. These are
sources #102 - 107 in the permit. This Operating Permit Renewal
incorporates the conditions of Plan Approval No. 26-00413B issued on
February 19, 2014.
The Uniontown Compressor Station is a major facility subject to the
operating permit requirements of Title V of the Federal Clean Air
Act and PA Code Title 25 Chapter 127, Subchapters F (relating to
operating permit requirements) and G (relating to Title V operating
permit requirements). Potential emissions for the facility have been
calculated as follows: 51.79 tons per year of carbon monoxide (CO),
81.51 tons per year of nitrogen oxides (NOx), 5.75 tons per year of
particulate matter less than 10-microns (PM10), 5.75 tons per year
of particulate matter less than 2.5-microns (PM2.5), 2.90 tons per
year of sulfur oxides (SOx), 49.0 tons per year of volatile organic
compounds (VOC), 5.06 tons per year of Hazardous Air Pollutants
(HAP), and 129,851 tons per year of greenhouse gases (GHGs).The
emission restrictions and testing, monitoring, recordkeeping,
reporting and work practice conditions of the TVOP have been derived
from the applicable requirements of 40 CFR Parts 52, 60, 61, 63, and
70, and PA Code Title 25, Article III, Chapters 121 through 145.
Copies of the application, DEP's analysis and other documents used
in the evaluation of the application are available for public review
during normal business hours at the Department's Southwest Regional
Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments for
scheduling a review must be made by calling 412-442-4286.Any person
may submit comments, a request for the Department to hold a public
hearing, or a protest to the operating permit or a proposed
condition thereof, by filing such submissions in writing with the
Department at the Southwest Regional Office. A 30-day comment period
from the date of publication of this notice will exist for the
submission of comments. Each written comment must contain the
following information:
1. The name, address and telephone number of the person submit-
ting the comments.

A public hearing may be held in accordance with 25 Pa Code §127.429,
if the Department, in its discretion, decides that such a hearing is
warranted based on the information received. If a public hearing is
held, all persons who have properly filed a protest under 25 Pa Code
§127.426 may appear and give testimony. The applicant, the
protestant and other participants will be notified of the decision
to hold a hearing (and the time, place and purpose of such hearing)
by publication in the newspaper or by the Pennsylvania Bulletin, or
by telephone, where the Department determines such notification by
telephone is sufficient.

Although the new permit is for a Minor Source, it does not appear to
be a General Permit, which means there should be public comment.
When this occurs, it will be important to get as many people to
respond as possible to request a hearing. There is an obvious
concern about what would happen at this facility in the case of an
accident. The plant is currently owned by Univar, which acquired
Magnablend. According to the Tribune Review:
"The plan calls for expansion of the rail and trucking facilities to
handle railroad tank cars of hydrochloric acid that will be shipped
in from West Virginia. The acid, used in the fracking drilling
process, will then be transferred to trucks for shipment to drilling
sites in the area.
Hydrochloric acid, while corrosive, is not flammable or explosive.
The acid is regulated by the federal Environmental Protection
Agency."

(Note SANFILIPPO UNIT 1H and SANFILIPPO UNIT 3H noted above for
cementing problems are on different well pads.) "CBL" referred to in
the inspection reports evidently stands for "Cement Bond Log"; it is
a kind of "down hole sonogram" which uses sound waves to give a
picture of the cement outside the casing. It can supposedly detect
the differences between "good cement", gaps in the cement, and
complete absence of cement.

as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".
