Bulletin
26-00413: Texas Eastern Transmission, L.P. (P. O. Box 1642, Houston,
TX, 77251-1642). In accordance with 25 Pa. Code §§ 127.424, 127.425
and 127.521, the Department of Environmental Protection (DEP) is
providing notice that it intends to issue a renewal Title V
Operating Permit (TV-26-00413) to Texas Eastern Transmission, L.P.
(TE) for the operation of their Uniontown Compressor Station located
in North Union Township, Fayette County.
The main sources of emissions at the facility include two natural
gas-fired turbines, two stationary reciprocating internal combustion
engines driving emergency electric generators, and facility fugitive
VOC emissions.
The Uniontown Compressor Station is a major facility subject to the
operating permit requirements of Title V of the Federal Clean Air
Act and 25 Pa. Code Chapter 127, Subchapters F and G (relating to
operating permit requirements; and Title V operating permit
requirements). Potential emissions for the facility have been
calculated as follows: 51.79 tons per year of carbon monoxide (CO),
81.51 tons per year of nitrogen oxides (NOx), 5.75 tons per year of
particulate matter less than 10-microns (PM10), 5.75 tons per year
of particulate matter less than 2.5-microns (PM2.5), 2.90 tons per
year of sulfur oxides (SOx), 49.0 tons per year of volatile organic
compounds (VOC), 5.06 tons per year of Hazardous Air Pollutants
(HAP), and 129,851 tons per year of greenhouse gases (GHGs).
The emission restrictions and testing, monitoring, recordkeeping,
reporting and work practice conditions of the TVOP have been derived
from the applicable requirements of 40 CFR Parts 52, 60, 61, 63, and
70, and 25 Pa. Code Chapters 121—145.
Copies of the application, DEP's analysis and other documents used
in the evaluation of the application are available for public review
during normal business hours at the Department's Southwest Regional
Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments for
scheduling a review must be made by calling 412-442-4000.
Any person may submit comments, a request for the Department to
hold a public hearing, or a protest to the operating permit or a
proposed condition thereof, by filing such submissions in writing
with the Department at the Southwest Regional Office. A 30-day
comment period from the date of this publication will exist for the
submission of comments.
All requests for a public hearing, and all protests to a proposed
action, shall be filed with the Department within 30 days of the
date that notice of the proposed action was published under 25
Pa. Code § 127.424 (relating to public notice). A protest must
include the name, address and telephone number of the person filing
the protest, identification of the proposed permit issuance being
opposed (Title V Operating Permit 26-00413) and a concise statement
of the objections to the permit issuance and the relevant facts upon
which the objections are based.
A public hearing may be held in accordance with 25 Pa. Code
§ 127.429, if the Department, in its discretion, decides that such a
hearing is warranted based on the information received. If a public
hearing is held, all persons who have properly filed a protest under
25 Pa. Code § 127.426 may appear and give testimony. The applicant,
the protestant and other participants will be notified of the
decision to hold a hearing (and the time, place and purpose of such
hearing) by publication in the newspaper or by the Pennsylvania
Bulletin, or by telephone, where the Department determines such
notification by telephone is sufficient.

Upon receipt of spill report, Department contacted Operator
representative Kirk Elkin via phone at 1357. Per Mr. Elkin, at 1100
the well-tender discovered
the on-site
brine tank overturned due to the recent flooding.
Mr. Elkin was notified via at 1130 and subsequently reported this
release to the SWRO at 1227.
At this time, Mr. Elkin is unaware of the last time the well was
checked.
The well site is located in close proximity to the Monongahela
River; the exact distance is currently unknown.
A release is not believed to have occurred from this brine tank due
to the “position of the hatch”. Mr. Elkin reports that, per the
well-tender, approximately 1 foot of fluids was recorded in the tank
at the last reading, equating to 11 bbl brine.

notification sent to the Department by the operator outlining a
possible release of approximately 11 barrels (462 gallons) of
produced fluids. During flooding of Redstone Creek near its
confluence with the Monogahela River
the
brine tank located onsite had been upended and some of the
production fluids contained within the tank may have been
discharged to the flooded waters of Redstone Creek.
A full evaluation of the site was not possible at the time of the
inspection due to current flood levels at the well-head. There
was no evidence observed onsite of a discharge at the time of the
inspection. WQS Higgins spoke with Mr. Elkin and once the
flood waters recede the tank will be uprighted and inspected for
soundness.
Atlas is also
undertaking a review of all tanks of this nature and how to
prevent them from being upended and becoming a potential
threat for a relase for future flood events.

From the drawings of the well pad in the NOI
(Notice of Intent) for the Liggett Well Pad it appears they are
planning 10 wells at this pad.
The Vantage WMP (Water Management Plan) in
Masontown noted above is for withdrawals amounting to approximately
432 truck trips per day. (This is based on 110 barrels / truck, 42
gallons / barrel.) These trucks will presumably be heading to Greene
County; Vantage has no wells in Fayette County.
The property on which the Phillips Mine Fire
Reclamation Project is being carried out is "next door" to the
property containing the Kikta Well Pad; Kikta 4H is located at:

failed
due to an unanticipated fault. The idea of a Marcellus Well Pad next
door to a still-burning underground mine fire is a bit unsettling.

requirements for permits in environmental justice areas, but news of
this actually ever happening is scarce. In Fayette County, the
entirety of Springhill, Nicholson, German, and Georges Townships are
environmental justice areas, as well as a large part of Dunbar

injection wells in Pennsylvania are regulated directly by EPA, not
DEP. Notice of any new permit applications will appear at the
above web address. I'm not aware of any subscription service
to be notified of such applications. I'm not aware of any
Marcellus Shale waste disposal injection wells in Fayette County
(yet ...) but we need to monitor this page for future
applications.

waste. (It is not possible at this time to distinguish which

Erosion & Sedimentation permit records do not currently include
latitude and longitude. Where I am publishing latitude and longitude
with E&S permits it is by inferring an associated well permit
and using published latitude and longitude for the well. It is
possible I may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site.
The DEP has been known to list a municipality incorrectly.
