NOTICE: This bulletin has been issued approximately every other week
since back in 2011. In all that time, data gathering methods have
been almost entirely manual, using nothing more than copy and paste.
In order to prepare for increased volume of data, starting with this
issue you will see some format changes for some entries, resulting
from somewhat more automated methods. You may see some information
redundancy, but hopefully there will be more information, not less.
Things may change from one issue to the next.

known location of a well.) Locations labeled beginning with "~"
and ending in "[?]" are approximate and speculative based on
inferences using on-line property and lease records. These are
marked in the text as "[Approximate, Speculative]

Availability of the Non-Regulatory Agenda

(Department) Policy for Development and Publication of Technical
Guidance, the Department provides notice of the availability of the
Non-Regulatory Agenda (Agenda). The Department will publish notice
of availability of the Agenda twice a year in February and July.
The Agenda serves as a guide and resource to the regulated
community, the public, Department staff and members of the
Department's advisory committees regarding the focus of the
Department's policy development for the coming year. The types of
documents listed in the Agenda include policies and technical
guidance documents that provide directives, guidance or other
relevant compliance-related information.

Pennsylvania's 2017 Annual Ambient Air Monitoring Network Plan

The Department of Environmental Protection (Department) is seeking
public comment on Pennsylvania's 2017 Annual Ambient Air Monitoring
Network Plan (Plan). The Plan has been updated to address changes
that have been made in the Commonwealth's ambient air monitoring
network and to identify changes that are anticipated to occur in the
remainder of 2017 and in 2018.
On October 17, 2006, the United States Environmental Protection
Agency (EPA) promulgated final amendments to the National ambient
air monitoring requirements for criteria pollutants in 40 CFR Parts
53 and 58 (relating to ambient air monitoring reference and
equivalent methods; and ambient air quality surveillance). See 71 FR
61236 (October 17, 2006). The EPA's final rule requires state and
local agencies to enhance air monitoring to ''improve public health
protection and better inform the public about air quality in their
communities.'' Under 40 CFR 58.10 (relating to annual monitoring
network plan and periodic network assessment), air quality state and
local monitoring agencies must adopt an annual air monitoring
network plan and make the plan available for public inspection for
at least 30 days prior to final submission to the EPA Regional
Administrator. The plan, which is due July 1, 2017, must include a
statement of purpose for each monitor and evidence that siting and
operation of each monitor meets Federal requirements. The EPA may
also provide an opportunity for review and comment prior to
approving or disapproving a state's monitoring network plan.

Notes:
Authorization 1183070 above for EQT has
very confusing metadata. The exact authorization is for a road
crossing, and lists two wells, PITTSBURGH NATIONBANK #2 AND #3.
There aren't wells with those names. It also shows two site numbers,
which also appear to be wrong. The municipality shows as Stewart
Twp, and there only seem to be two EQT wells in Stewart Twp, which
are called in DEP's Oil & Gas Mapping database as MUELLER-HERR 1
and MUELLER-HERR 604586, so those are the two locations that are
mapped.

DEP defines an environmental justice area
as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".

There are supposed to be enhanced public participation requirements
for permits in environmental justice areas, but news of this
actually ever happening is scarce. In Fayette County, the entirety
of Springhill, Nicholson, German, and Georges Townships are
environmental justice areas, as well as a large part of Dunbar

to be notified of such applications. I'm not aware of any
Marcellus Shale waste disposal injection wells in Fayette County
(yet ...) but we need to monitor this page for future

The DEP has been known to list a municipality incorrectly.
