The Department of Environmental Protection (Department) is proposing to
amend to Chapter 16 (relating to water quality toxics management
strategy--statement of policy). The proposed amendments compliment the
triennial review of water quality standards and revisions associated
with the concurrent proposed rulemaking for Chapter 93 (relating to
water quality standards).

GP5-26-00593: Mountain Gathering LLC, 810 Houston Street, Fort Worth,
Texas 76102, on June 19, 2012, to install and operate one (1)
Caterpillar G3306 TA, 4SRB gas fired compressor engine, rated at 203
bhp, one (1) Exterran Triethylene Glycol dehydrator (TEG) rated at 15
MMscfd attached to a reboiler rated at 0.50 MMBtu/hr, and one (1)
condensate storage tank with a capacity of 16,800 gallons (400 bbl) at
their Hall Compressor Station in Springfield Township, Fayette County.

26-00535: Duke Energy Fayette II, LLC (P.O. Box 511, Masontown, PA
15461) for a Title V Operating Permit and Phase II Acid Rain Permit for
operation of a natural gas fired power plant, known as the Fayette
Energy Center, in German Township, Fayette County.
The facility contains air contamination sources consisting of two 1,745
MMBTU/hour combustion gas turbines (CGT), operating in combined cycle
with a 589 MMBTU/hour duct burner and heat recovery steam generator
following each CGT, one 30.6 Btu/hour auxiliary boiler, one 265-bhp,
diesel firewater pump engine, one 489-bhp, diesel emergency generator
engine, and cooling towers. The nominal electrical generation capacity
of each CGT system is 310 MW. The turbines are equipped with dry, low
NOx combustors. Turbine exhaust gases are treated with selective
catalytic reduction (SCR) for NOx control, and an oxidation catalyst for
VOC and CO control. The facility is limited to a maximum opacity from
any processing equipment of 10 percent. This facility has the potential
to emit the following type and quantity of pollutants: 313 tons per year
of PM10, 296 tons per year of NOx, 581 tons per year of CO, 90 tons per
year of VOC, 31 tons per year of SO2, 4.38 tons per year of
formaldehyde, 166 tons per year of ammonia, and 2,282,000 tons of CO2e
greenhouse gases. No equipment or emission changes are being approved by
this action. The facility is subject to 40 CFR 60, Subpart
GG\u2014Standards of Performance for Standards of Performance for
Stationary Gas Turbines, 40 CFR 60, Subpart Da\u2014Standards of
Performance for Electric Utility Steam Generating Units, 40 CFR 60,
Subpart Dc\u2014Standards of Performance for Small
Industrial-Commercial-Institutional Steam Generating Units,
and 40 CFR 64\u2014Compliance Assurance Monitoring, as well as state
requirements. The permit includes emission limitations and operational,
monitoring, testing, recordkeeping, and reporting requirements for the
facility.
Those who wish to provide the Department with additional written
information that they believe should be considered prior to the issuance
of this Major Source Operating Permit may submit the information to
Martin L. Hochhauser, P.E., Pennsylvania Department of Environmental
Protection, 400 Waterfront Drive, Pittsburgh, PA, 15222. Each written
comment must contain the name, address and telephone number of the
person submitting the comments, identification of the proposed Operating
Permit (specify Operating Permit OP-26-00535), and a concise statements
regarding the relevancy of the information or objections to issuance of
the Operating Permit.
All comments must be received prior to the close of business 30 days
after the date of this publication. In accordance with 25 Pa. Code
ᄃ127.428, prior to issuing an operating permit, the Department may hold a
fact-finding conference or hearing at which the petitioner, and a
person who has properly filed a protest under 25 Pa. Code ᄃ127.426
(relating to filing protests) may appear and give testimony. The
Department is not required to hold a conference or hearing. The
applicant, the protestant and other participants will be notified of the
time, place and purpose of a conference or hearing, in writing or by
publication in a newspaper or the Pennsylvania Bulletin, unless the
Department determines that notification by telephone will be sufficient.

Notes:
If the horsepower rating for the Mountain Gathering Hall Compressor
Station (203 bhp) is correct, this is by far the smallest compressor
station I've ever seen.
The Nelson Compressor Station in Dunbar Twp (authorization 933155 above)
was originally listed in the eFACTS database under the name DOUGLAS OIL
VANDERBILT STA, "client" DOUGLAS OIL & GAS INC. Evidently ownership
has been transferred to Rex Energy Operating Corp.
Authorization 933608, LEE WELL SITE ESCGP-EXPEDITED, is listed under
permit number ESX11-051-0031 as "NEW" but there already is an
authorization under that permit number, 895544, issued 09/16/2011.
Application type "New" here may simply be a data entry error at DEP,
perhaps it should have said Amendment.
The Duke Energy Fayette II Fayette Energy Center is a gas-fired power
plant. Listing it here is arguably off-topic, but I am listing it anyway
as a major user of Marcellus Shale gas. (It is also one of the few
Major Source facilities in Fayette County.)
