Fayette County Marcellus Shale Permits 12/1/14 - 12/14/14
With this issue, some links to
full permit documents are included. See
below
for more information about the DEP Oil & Gas Mapping site from
which these links are taken. Also note the maps include a new data
layer: The blue stars denote WMP (Water Management Plan) locations. These are presumably sites from which water is being or has been withdrawn for fracking.

(Note if a project spans multiple municipalities -- e.g. a pipeline --
it will show in the count for each municipality.)
The number of facilities also follows the municipality name in brackets.
Municipality counts are based on the way the permit is listed by DEP;
DEP has been known to get a municipality wrong.
Locations in brackets identify a precise location used to locate
the actual site being permitted (e.g. locating a well pad or pipeline
by the known location of a well.) Locations labeled beginning with "~"
and ending in "[?]" are
approximate and speculative based on inferences using on-line property
and lease records. These are marked in the text as "[Approximate,

NOTICES
Requirement to Submit Emissions Inventory Data for Natural Gas
Activities
[44 Pa.B. 7789]
[Saturday, December 13, 2014]
The Department of Environmental Protection (Department) is notifying
all owners and operators of companies involved in certain natural gas
related activities across this Commonwealth that they must submit to
the Department source reports on their facilities' air emissions for
2014. In accordance with section 4(3) of the Air Pollution Control Act
(35 P. S. § 4004(3)) and 25 Pa. Code § 135.3 (relating to reporting),
the Department is authorized to collect air quality emissions
inventories, including those from owners and operators of facilities
engaged in the following: coal bed methane gas compressing, processing
and related activities; unconventional natural gas development,
production, transmission, processing and related activities; and
conventional natural gas compressing, processing and related
activities. Complete source reports, including emissions data, for 2014
should be submitted to the Department no later than March 1, 2015.
Subsequent source reports and annual emissions inventories will be due
to the Department by March 1st each year for operations during the
preceding calendar year.
The sources and activities that the Department has identified as
subject to the emissions reporting requirements include, but are not
limited to: drill rigs, well heads and well completions (unconventional
natural gas activities); compressor stations; dehydration units;
fugitives, such as connectors, flanges, pump lines, pump seals and
valves; heaters and reboilers; pneumatic controllers and pumps;
stationary engines; tanks, pressurized vessels and impoundments;
venting; and blow down systems.
The Department is also notifying any owner and operator of compressor
stations, regardless of the natural gas processed, that complete source
reports should be submitted.
Emission statements required for stationary sources emitting 50 and
100 tons per year of volatile organic compounds and oxides of nitrogen,
respectively, should have already been submitted to the Department as
required under 25 Pa. Code § 135.21 (relating to emission statements).
Additional information may be obtained by contacting Karen Gee,

Information Section, Rachel Carson State Office Building, P. O. Box

PASDA (PA Spatial Data Access)
PASDA describes itself as "the official public access geospatial
information clearinghouse for the Commonwealth of Pennsylvania". The
repository for "official" DEP spatial data is located here: <
ftp://www.pasda.psu.edu/pub/pasda/dep/>. It is the source for the following layers in Fayette Marcellus Watch maps:

http://www.pasda.psu.edu/uci/MetadataDisplay.aspx?entry=PASDA&file=EnvironmentalJusticeAreas2010.xml&dataset=265>

DISCLAIMER: DEP's PASDA data layers have been known to be incomplete.
For instance, the "Air Emission Plants" data set, which should include
every compressor station with an Air Quality permit in the state, has
historically had missing entries for known compressor stations. In the
case of the WMP layer, I know of no cross-checking that has been done
on completeness of this data set. There may be entries missing.

PA Oil and Gas Mapping
DEP is hosting a site called PA Oil and Gas Mapping, <
http://www.depgis.state.pa.us/PaOilAndGasMapping>, which has interactive mapping of Oil & Gas wells. They are also hosting documents on this site, including
the full permits
for wells. Unfortunately, documents are available only for "newer"
wells; whether DEP will scan and enter documents for "older" wells
remains to be seen. The site uses a proprietary Microsoft technology
called Silverlight, which only runs inside web browsers on certain
operating systems (Windows, Macintosh) but possibly not on smartphones.
(It is possible to get Silverlight to run on Linux using add-on
software, e.g. Pipelight.) The full permit documents contain important
information that may not be available anywhere else. This bulletin is
now starting to include links to these documents within individual
permit listings. DISCLAIMER: To make the documents accessible from any
web browser, links have been exported from the viewer hosted on the PA
Oil and Gas Mapping web site. This seems to work, but it is possible
those links may not persist. If you click on a link for a "full permit"
document and it doesn't work, please
report this.
Unfortunately, full permit documents are only available for wells.
Permits such as pipeline E&S (Erosion & Sedimentation) permits
and compressor station Air Quality permits are not available.

Notes:
The permit application type "Drill & Operate
Well Permit Drill Deeper" seems to be in use as a catch-all for a wide
variety of do-overs. Comparing full permit documents between the
original Drill & Operate Well permit application vs. the Drill
& Operate Well Permit Drill Deeper application for the Baily wells,
it appears the reason in this case for the "Drill Deeper" permit is
that insufficient consideration was given to undrlying coal mines in
the original application. The Drill & Operate Well Permit Drill
Deeper applications contain voluminous information about underlying
coal seams which is missing from the original applications. The impact
of coal mine voids (including those for undocumented mines) on
Marcellus Shale drilling is a major topic. It is likely that there have
been numerous drilling problems due to this issue that have not been
really reported as such.
A Chevron map showing the horizontals for the Baily well site has
been included. This map shows several things. Note the direction of the
horizontals. They show the favored drilling direction for Marcellus
Shale in our area. Also note the size of the area being fracked. At 10

pad that we have seen.

[Republished from
the
issue of this bulletin for 12/22/13]: The Estimated Location shown
for SR-4007
WATER INTAKE is inferred from the Fayette County Planning Commission
agenda for September, 2013, at the approximate closest point between
Rowes Run Road and Redstone Creek. (eFACTS does not give an eMapPA
link.) Sara Rosiek, Director of Planning, Zoning, and Community
Development for Fayette County, informs that this facility will require
a Special Exception for Public / Private Works from the Fayette County
Zoning Hearing Board.

DEP
defines an environmental justice area as "any census tract where 20
percent or more individuals live in poverty, and/or 30 percent or more
of the population is minority". (See:
<
http://www.portal.state.pa.us/portal/server.pt/community/pa_environmental_justice_areas/20991>
<http://www.portal.state.pa.us/portal/server.pt/community/dep_enhanced_public_participation_policy/20988>
). There are supposed to be enhanced public participation requirements
for permits in environmental justice areas, but news of this actually
ever happening is scarce. In Fayette County, the entirety of
Springhill, Nicholson, German, and Georges Townships are environmental
justice areas, as well as a large part of Dunbar Township. DEP's policy
document on public participation guidelines for environmental justice
areas is located here:

eNOTICE records are likely to list the same permit multiple times, as
that permit moves through the DEP process.
Oil & Gas Wells designated with a site a number and the letter H
typically designate horizontal wells.

not aware of any Marcellus Shale waste disposal injection wells in
Fayette County (yet ...) but we need to monitor this page for future
applications.

Disclaimers:
This compilation from the above sources was done by hand using copy and
paste and may omit relevant permits.
Does not currently include water supply permits. Does not include
landfill permits even though many such are for Marcellus Shale waste.
(It is not possible at this time to distinguish which landfill permits
are for Marcellus Shale waste and which are not without doing File
Review for each permit.)
Erosion & Sedimentation permit records do not currently include
latitude and longitude. Where I am publishing latitude and longitude
with E&S permits it is by inferring an associated well permit and
using published latitude and longitude for the well. It is possible I
may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site. The
DEP has been known to list a municipality incorrectly.
