OSM 26(7605)102.1, Abandoned Mine Reclamation Project, Phillips
Mine Fire, North Union Township, Fayette County. The principal items
of work and approximate quantities include mobilization and
demobilization, blasting plan and safety program, clearing and
grubbing, water source, delivery system, holding pond, temporary
surface seal 40,000 cubic yards, northern air barrier 193,000 cubic
yards, eastern air barrier/seal 55,000 cubic yards, southern fire
barrier 399,000 cubic yards, extinguishment operations 750,000 cubic
yards and permanent infiltration system 11,000 tons. This bid issues
on November 6, 2015, and bids will be opened on December 3, 2015, at
2 p.m. Bid documents cost $15 per set and will not be mailed until
payment has been received. This project is financed by the Federal
government under the authority given it by the Surface Mining
Control and Reclamation Act of 1977 (act) (30 U.S.C.A. §§ 12011308)
and is subject to the act and to the Federal grant for this project.

Availability of the Governor's Pipeline Infrastructure Task Force
Draft Final Report

In the next decade, this Commonwealth will undergo a substantial
pipeline infrastructure growth to transport gas and related
byproducts from thousands of wells throughout this Commonwealth.
This unprecedented development creates an opportunity for the
Commonwealth to engage stakeholders in a collaborative process to
achieve a world-class pipeline infrastructure system.
On July 7, 2015, Governor Tom Wolf announced the 48-member Pipeline
Infrastructure Task Force (Task Force), informed by 12 different
workgroups. The workgroups met over the course of 3 months and
developed recommendations for pipeline development with a focus on:
Agriculture
Conservation and Natural Resources
County Government
Emergency Preparedness
Environmental Protection
Historical/Cultural/Tribal Impacts
Local Government
Natural Gas End Use
Pipeline Safety and Integrity
Public Participation
Siting and Routing
Workforce and Economic Development
The recommendations developed by the workgroups will be reported to
the Task Force for additional discussion, consideration and
assimilation into the final report that will be presented to
Governor Tom Wolf in February 2016.
A. Public Comments
The Department of Environmental Protection (Department) is now
accepting comments on the Draft Task Force Report through December
14, 2015.
Comments submitted by facsimile will not be accepted. Comments,

Normally, a bid notice from the
Office of Surface Mining (OSM) would be off-topic for this bulletin.
However, the Phillips Mine Fire is a special case: a
still-burning
underground mine fire next to the property having a
Marcellus Shale well pad. One of the wells on this site, Kikta Unit
4H, was subject to a complete do-over, due to the horizontal failing
because of an unanticipated geological fault. (See the inspection
report below.) News of this case was apparently first broken in this
bulletin,
issue
5/27/12.
There are anecdotal reports that OSM informed Chevron about the
proximity of the underground mine fire to the well pad, and the
response was That doesn't affect us. This case raises many
troubling questions. Is it a coincidence that there were faulting
problems at the Kikta well pad, and this pad is next door to a
still-burning mine fire? Or are these two issues related? What
precautions did DEP enforce for the proximity to the underground
mine fire? What is the experience of OSM at overseeing reclamation
of a still-burning underground mine fire next door to a Marcellus
Shale well pad?

DEP defines an environmental justice area
as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".

this actually ever happening is scarce. In Fayette County, the
entirety of Springhill, Nicholson, German, and Georges Townships are
environmental justice areas, as well as a large part of Dunbar

to be notified of such applications. I'm not aware of any
Marcellus Shale waste disposal injection wells in Fayette County
(yet ...) but we need to monitor this page for future

Erosion & Sedimentation permit records do not currently include
latitude and longitude. Where I am publishing latitude and longitude
with E&S permits it is by inferring an associated well permit
and using published latitude and longitude for the well. It is
possible I may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site.
The DEP has been known to list a municipality incorrectly.
