Notes:
The 7/24/2017 Deficiency Letter directs
Chevron to submit a Transportation Plan. Connected water pipelines
would in fact transport the residual waste covered in the permit, so
should (but might not) be included in the transportation plan.
File Review documents for the 4-H (Young) pipeline clearly show that
it is connected to the intake at the Monongahela River covered in
Chevron's Water Management Plan "Monongahela River Source 47". The
documents taken together clearly establish that Chevron plans a
connected hydrological pathway from the Monongahela River to the 6
million gallon tank farm at the Dogbone Centralized Water Facility.
The outline of the tank farm and all of the associated pipelines and
water facilities are shown on an
integrated
topographic map above (along with parcel outlines).
Chevron has been notified that the Dogbone Centralized Water
Facility will require a Special Exception as a Public / Private
Works from the Fayette County Zoning Hearing Board. This will
clearly be one of the most important cases in the history Fayette
County's experience with Marcellus Shale. Stay tuned.

(This letter is a quite large document, but most of the length is
taken by Act 14 notifications which DEP should already have but were
provided for convenience.)
Act 14 is a state law requiring applicants for several types of
permits to notify every county and municipality in which the project
will take place, and providing local government with a 30-day
comment period. These permits typically do not allow any other type
of public comment.

casing loss circulation occurred at end of job.

"CBL"
stands for Cement Bonding Log. It is a kind of down-hole sonogram
that can reveal flaws in the cement job.
Presumably
as result of this, Chevron applied for Regulatory Inactive Status
for all wells on the Stewart well pad except for Stewart 1H.
(Based on this, the 6/26/16
issue of this bulletin included my erroneous conclusion jump
that "It looks as
though Chevron is throwing in the towel on almost the entire
Stewart Well Pad in Luzerne Twp, with the exception of Stewart
1H.") All the wells on the Stewart well pad are now showing as
having status Active.
Note that the authorization records in this issue of this bulletin
for Stewart 2H - 6H all have Site: blank. This is clearly a data
entry error at DEP. The Site should clearly be ID 788124, STEWART
WELL SITE ESCGP-2 EXPEDITED (as noted in the "Well Details"
sections of the Stewart authorization listings above. DEP did get
it right in the brand new listing for Stewart 7H, which as shown
above has not been SPUD. The wells Stewart 2H - 6H were all SPUD
back in 2015.)

DEP defines an environmental justice area
as "any census tract where 20 percent or more individuals live in
poverty, and/or 30 percent or more of the population is minority".

There are supposed to be enhanced public participation requirements
for permits in environmental justice areas, but news of this
actually ever happening is scarce. In Fayette County, the entirety
of Springhill, Nicholson, German, and Georges Townships are
environmental justice areas, as well as a large part of Dunbar
Township. DEP's policy document on public participation guidelines

Marcellus Shale waste disposal
injection wells in Pennsylvania are regulated directly by EPA, not
DEP. Notice of any new permit applications will appear at the
above web address. I'm not aware of any subscription service
to be notified of such applications. I'm not aware of any
Marcellus Shale waste disposal injection wells in Fayette County
(yet ...) but we need to monitor this page for future
applications.

Presumed Parcel Id links are subject to availability provided by
that agency and associated web sites. Presumed Parcel Ids are
determined as the
mapped parcel containing a given latitude
and longitude, are a best effort determination which is subject to
error, and are not official. In cases where a facility is leased and
there is a separate parcel id for the lease, if this parcel id is
not separately mapped, the parcel id shown will be the id for the
enclosing parcel. Parcel owners may be surface owners only and may
or may not have any relationship to oil & gas facilities.
Does not currently include water supply permits. Does not include
landfill permits even though many such are for Marcellus Shale
waste. (It is not possible at this time to distinguish which
landfill permits are for Marcellus Shale waste and which are not
without doing File Review for each permit.)
Erosion & Sedimentation permit records do not currently include
latitude and longitude. Where I am publishing latitude and longitude
with E&S permits it is by inferring an associated well permit
and using published latitude and longitude for the well. It is
possible I may be inferring the wrong well site.
Municipalities are shown from eFACTS records on the DEP web site.
The DEP has been known to list a municipality incorrectly.
