PHMSA Activity Number 151919

In an update concerning the sinkhole problem near Shamrock Compressor Station, PHMSA reports the following via E-mail From Gentile, Karen (PHMSA) :

Mr. Rosenberg,

I just wanted to provide you with an update.  The Pennsylvania DEP Chapter 105 General Permit application is the only permit required.  Spectra Energy discussed the ground subsidence situation with the Pennsylvania Game Commission.  The Pennsylvania Game Commission advised Spectra Energy that they had no issue with Spectra Energy's remediation plan and no permits from the Pennsylvania Game Commission would be required.

The PA DEP draft permit for the application  is scheduled for completion by February 26, 2016, after Menallen Township, German Township, and Fayette County have had time to reply to the Act 14 Notification and Spectra Energy has prepared the supporting documents for the permit application.
Spectra Energy will subsequently review comments received and finalize the draft for submittal to PA DEP by March 7.  After PA DEP determines the application is complete, the “Permit Decision Guarantee Timeframe” would be between 50 and 90 business days.  Spectra Energy anticipates that they will receive an approval for the permit and authorization to proceed with remediation by the PA DEP in May.  

The plan for remediation activities consist of filling the holes with rock beginning with larger rocks at the bottom and gradually continuing with smaller rocks and stones as we reach the surface.  Remediation will begin after wood and debris is removed from the sinkhole.  The wood and debris is the foundation for a beaver dam that is holding back the water next to the sinkhole.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:

In Fayette County, the entirety of Springhill, Nicholson, German, and Georges Townships are environmental justice areas, as well as a large part of Dunbar Township. I'm not aware of any Marcellus Shale waste disposal injection wells in Fayette County (yet ...) but we need to monitor this page for future applications.

Disclaimers:

This compilation from the above sources was done by hand using copy and paste and may omit relevant permits.

Does not currently include water supply permits. Does not include landfill permits even though many such are for Marcellus Shale waste. (It is not possible at this time to distinguish which landfill permits are for Marcellus Shale waste and which are not without doing File Review for each permit.)

Erosion & Sedimentation permit records do not currently include latitude and longitude. Where I am publishing latitude and longitude with E&S permits it is by inferring an associated well permit and using published latitude and longitude for the well. It is possible I may be inferring the wrong well site.

Municipalities are shown from eFACTS records on the DEP web site. The DEP has been known to list a municipality incorrectly.
