INSPECTION COMMENT: On 2/8/2014 Dominion Trans Inc., self reported a spill of approximately 9,000 gallons of brine water that had occurred sometime the previous night at their UW#119 well site off Skyline Drive in South Union Township, Fayette County. The spill was not discovered until the morning of 2/8/14. No waterways were affected.The Department's Emergency Response, Scott Sabocheck, responded 2/8/14. Sabocheck confirmed that 220 barrels or 9,240 gallons of brine was spilled onto the ground and that soil was the only impact. Weavertown Environmental was in route to excavate the contaminated soil. Sabocheck reffered the spill incident to me.
Tank trailer vandalized and leaked brine. Operator cleaning up immediately to background-had crew work 24 hr / day.

Comment:     On 11/7/2013, a operator self reported a spill incident at the Chevron Appalachia LLC, Ritter 4H unit well site located in Redstone Twp., Fayette County. Approximately 50 gallons of drilling water was released to secondary containment. According to documentation and reports from Chevron - while in the process of transferring drilling water from the centrifuge to the frac tanks, one of the tanks overflowed. The release occurred into secondary containment. The material was vacuumed up and placed back in the tanks for reuse. Documentation provided to the Department is attached to this report. Upon review of all the information in relation to this spill incident, the operator performed the proper spill reporting requirements and has reported sufficient remediation at the area of release in compliance with the Departments current Spill Policy.
Note that neither of the two inspections above resulted in violations.

This is a notable well site, being next door to a burning underground mine fire.

The notation "Final decision review/permit issuance is pending due to requirement of Act 14" in the Permit Review Notes for the Grassy Run Pipeline project above is interesting. This is the first such notation I've seen. Whether this has anything to do with the recent citizen Act 14 comment filed by Fayette Marcellus Watch citizens in connection with the Springhill #2 Compressor Station or not I don't know.

The well MASTOWSKI 8535H, permit number 051-24383, was originally issued on 9/16/2010, and evidently never went into production.

The OpenStreetMap map linked above for the R.E. EBERLY FMLY INDIANA CREEK 1 well incorrectly shows it on state game land, but zooming out 3 levels it is correct.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:

). There are supposed to be enhanced public participation requirements for permits in environmental justice areas, but news of this actually ever happening is scarce. In Fayette County, the entirety of Springhill, Nicholson, German, and Georges Townships are environmental justice areas, as well as a large part of Dunbar Township. Erosion & Sedimentation permit records do not currently include latitude and longitude. Where I am publishing latitude and longitude with E&S permits it is by inferring an associated well permit and using published latitude and longitude for the well. It is possible I may be inferring the wrong well site.
