At 42 Pa.B. 1187 (March 3, 2012), the Department of Environmental
Protection (Department) published a Proposed Revisions to the General
Plan Approval and/or General Operating Permit for Natural Gas
Production and Processing Facilities (BAQ-GPA/GP-5) notice. That notice
requested that written comments be received by May 2, 2012.
The Department also stated in that notice that the General Permit will
not be issued prior to the publication of United States Environmental
Protection Agency's (EPA) final New Source Performance Standards and
National Emission Standards for Hazardous Air Pollutants for this
industry sector. Those standards were scheduled to be finalized, under
a consent decree, on April 3, 2012, but that deadline has recently been
extended to April 17, 2012, to allow the EPA additional time to
consider the extensive public comments that have been received.
Because the Department recognizes the value in giving potential
commentators the opportunity to fully consider the new Federal rules
when developing comments, the Department is extending its comment
period for BAQ-GPA/GP-5 for an additional 3 weeks.
The Department requests written comments on the proposed revisions to
this General Permit by May 23, 2012. Comments received by facsimile
will not be accepted. Interested persons may submit written comments,
suggestions or objections to Naishadh Bhatt, Environmental Group

Notes:
BAQ-GPA/GP-5 is the General Permit for Air Quality that the DEP uses to
regulate most compressor stations. There is a new draft up for public
comment. The public comment period has been extended by the DEP for 3
weeks, and comments are now due on 5/23/12. Once this general permit
goes into effect THE OPPORTUNITY FOR PUBLIC COMMENT ON COMPRESSOR
STATIONS WILL JUST ABOUT DISAPPEAR! The new GP-5 will apply to all
compressor stations except those with Major Source designation. (In
Fayette County, the only compressor stations I am seeing listed as
Major Source are those connected to transmission lines.) Although the
DEP does seek public comments on a general permit itself, once that
permit is approved there is *no* public comment period on the
individual permits which are instances of the general permit. Please be
on the lookout for word of organized efforts to marshal public comments

does not agree with the eMapPA location, which is very close to the
Texas Eastern compressor station. Accident? If there has been a Texas
Eastern accident, this is "news".

Commonwealth Court does not seem to host any documents other than the
docket sheet, which is mainly information about the parties and does
not have any of the text of actual pleadings.
The plaintiffs in the Act 13 lawsuit achieved an injunction delaying
the implementation of the zoning provisions in Act 13 for 120 days. You

On 3/29/12, the Lathrop Compressor Station in Susquehanna County -- a
Williams facility -- exploded. The FERC Online document from docket
PF12-1 cited above is my petition to FERC to require Transco to provide
all documents pertaining to that explosion. I've attached that petition
to this E-mail.
