Pennsylvania's 2015-2016 Annual Ambient Air Monitoring Network Plan; Available for Public Comment

On October 17, 2006, the United States Environmental Protection Agency (EPA) promulgated final amendments to the National ambient air monitoring requirements for criteria pollutants in 40 CFR Parts 53 and 58 (relating to ambient air monitoring reference and equivalent methods; and ambient air quality surveillance). See 71 FR 61236 (October 17, 2006). The EPA's final rule requires state and local agencies to enhance air monitoring to ''improve public health protection and better inform the public about air quality in their communities.'' Under 40 CFR 58.10 (relating to annual monitoring network plan and periodic network assessment), air quality state and local monitoring agencies must adopt an annual air-monitoring network plan and make the plan available for public inspection for at least 30 days prior to final submission to the EPA Regional Administrator. The plan, which is due July 1, 2015, must include a statement of purpose for each monitor and evidence that siting and operation of each monitor meets Federal requirements. The EPA may also provide an opportunity for review and comment prior to approving or disapproving a state's Monitoring Network Plan.
On May 16, 2015, the 2015-2016 Annual Ambient Air Monitoring Network Plan (Plan) will be made available for public comment on the Department of Environmental Protection's (Department) web site at www.dep.state.pa.us/dep/deputate/airwaste/aq/default.htm. The Plan has been updated to address changes that have been made in the Commonwealth's ambient air monitoring network and to identify changes that are anticipated to occur in the remainder of 2015 and in 2016.
The public is invited to submit comments on the Plan. Comments must be received by the Department on or before June 16, 2015. Written comments should be sent to the attention of Nicholas Lazor, Chief, Division of Air Quality Monitoring, Bureau of Air Quality, P. O. Box 8468, Harrisburg, PA 17105-8468, RA-epair@pa.gov. Establish New Monitoring Site in Fayette County
PA DEP received several public comments on its 2014 Annual Ambient Air Monitoring Network Plan expressing concern over short term exposure to pollutants in relation to shale gas activities and the effect on susceptible populations including children, or those with respiratory difficulties. Therefore, considering the growing development of Marcellus shale gas activities within the county, the PA DEP plans to establish a new ambient air monitoring site in Fayette
County, in southwestern Pennsylvania.
PA DEP intends to locate the new monitoring site west of Uniontown, PA. This location west of the elevated terrain of the Chestnut Ridge bifurcation should allow for the capture of air quality impacts originating from the western portion of Fayette County, where gas production is concentrated. The current planned equipment configuration includes monitors for ozone, NO2, PM2.5, carbonyls and VOC.

The application above for Zalac 7H for "Alt Method of Equipping, Casing, or Venting Well" includes the following details explaining the need for this application:
1. Problem
According to 25 PA Code Section 78.83(h) the maximum allowable hole drilled below the bottom of a mined out coal seam is 50 feet. In this area, 50 feet below the open mine is inadequate to collect the excess cavings encountered and run our coal mine protection string a minimum of 30 feet below the bottom of the mine (a DEP requirement). No gas zones are known to exist within 100 feet below the mine.
2. Recommendation
Drill no more than 100 feet below the bottom of the mine; set the coal protection casing at least 30 feet (and perhaps more than 60 feet if the hole conditions dictate) below the bottom of the coal mine and cement to surface according to 25 PA Code Section 78.83(h).
