Execution of Oil and Gas Lease for Publicly-Owned Streambeds

[Saturday, July 5, 2014]

 Effective January 31, 2014, an Oil and Gas Lease for Publicly-Owned Streambeds, Contract No. M-2102025-04, was executed by and between the Commonwealth, acting through the Department of Conservation and Natural Resources (Department) (lessor), and Vantage Energy Appalachia, LLC (lessee), with its principal place of business located at 116 Iverness Drive East, Suite 107, Englewood, CO 80112.

 The lease is for Streambed Tract 2025, encompassing a total of approximately 80.423 acres of submerged lands located in Jefferson and Waynesburg Townships, Greene County. The lease was recorded at the Greene County courthouse on March 27, 2014, instrument no. 201400001688, Book 467, page 723-729. The lease allows for the development of oil and natural gas below and between the ordinary low water marks of Tenmile Creek solely by means of directional, including horizontal, drilling on a nondevelopment basis that will not disturb the river or its bed. Notes:

Assuming the list of equipment shown under "named subfacilities" is complete, the Keyrock Energy Connellsville Compressor Station is a good candidate for being the smallest compressor station in Fayette County, at just one engine of only 145 horsepower. For comparison, each engine at Springhill #2 is 1380, each engine at Welling in Washington County is 1980 horsepower, and a turbine of the kind at Shamrock weighs in at over 15,000 horsepower. So a single engine at 145 is tiny. The original site name for this facility was "BELDEN & BLAKE CONNELSVILLE COMPRESSOR DUNBAR TWP". According to DEP records, Dunbar Twp has no fewer than seven compressor stations.

Several friends of Fayette Marcellus Watch attended a party recently in the neighborhood of the Ritter Well Pad. A drilling rig at Ritter could be seen prominently on the horizon. Since this was a "return" of a drilling rig to the Ritter Well Pad, an explanation is called for. Ritter 4H (only, among the wells at this pad) is the subject of a Drill & Operate Well Permit Deeper permit (authorization ID 1013021,
<http://www.ahs.dep.pa.gov/eFACTSWeb/searchResults_singleAuth.aspx?AuthID=1013021>). The inspection report above tells the story: The original cementing job on Ritter 4H FAILED COMPLETELY, causing the well to need redrilling. The documents we have so far do not give any hint as to what happened to the cement. Did it all leak, perhaps, into an undocumented coal mine void? Will we ever find out? Why aren't drillers able to predict this kind of failure? What does this mean for other wells in the area where cement did eventually return to the surface but way too much cement was consumed? (See Inspection ID 2246150 above.) Here we have yet another instance of a serious engineering failure documented in an inspection report BUT THERE IS NO VIOLATION.

The original permit for the HALL 8423H well pad was issued on 06/30/2009.

SPROUL 7005 OG WELL is a well that was permitted INACTIVE by Triana -- permit issued 5/19/2011.

DEP defines an environmental justice area as "any census tract where 20 percent or more individuals live in poverty, and/or 30 percent or more of the population is minority". (See:

). There are supposed to be enhanced public participation requirements for permits in environmental justice areas, but news of this actually ever happening is scarce. In Fayette County, the entirety of Springhill, Nicholson, German, and Georges Townships are environmental justice areas, as well as a large part of Dunbar Township. Where I am publishing latitude and longitude with E&S permits it is by inferring an associated well permit and using published latitude and longitude for the well. It is possible I may be inferring the wrong well site.
